The St. Joseph Center, in partnership with USC’s Homelessness Policy Research Institute, is proud to present three policy briefs addressing critical issues at the intersection of workforce development, housing stability, and tenant rights for people experiencing homelessness. These briefs were informed by the St. Joseph Center’s advisory board, a dedicated group of lived experts—individuals with direct experience of homelessness—who worked collaboratively to highlight solutions rooted in their lived realities.
This series of policy briefs is an extension of the County-wide initiative focused on tackling systemic barriers that disproportionately affect Black people experiencing homelessness. By amplifying the voices of those directly impacted, these briefs aim to inform policy discussions and drive systemic change across Los Angeles.
We invite you to read these briefs and join us in exploring how we can create more equitable pathways to employment, promote tenant protections, and foster long-term housing stability for our most vulnerable neighbors.
